0f9b879afb chore(claude): add onboard config — memory, tasks, audit, gitignore 
Onboard scaffolding for the dotfiles repo: 5 memory registries,
TODO backlog, onboard audit report, and .gitignore (ignores
Oldconfig, vim swap, .claude/settings.local.json).
